I agree with this proposal. I think it makes perfect sense given what I’ve learned from implementing the currently proposed governance ZIP. This ZIP is based on Sumamu’s original governance PR with a ratchet scheme added. I’ve implemented and tested the ZIP in testnet. I’ve also built a wallet with a governance workflow to test all the configuration endpoints. One thing is very clear. There is no way pillars will vote on all the trivial changes that are enabled in this ZIP / PR. For example, the current ZIP / PR enable these items.
There is no chance pillars will vote on these items. Imagine what it would take to generate a keygen. It could take 90 days to start a keygen and 90 days to enable a keygen. This is a huge mistake. I support removing all these items except for spork and enabling a multisig as proposed by @digitalSloth.
I’m going to update the governance ZIP accordingly. I still think we should have a ratchet system in the likely event pillars don’t show up to vote on Sporks.
